SENATE CONCURRENT RESOLUTION NO. 19

Directing the joint committee on government and finance to
authorize and direct the legislative oversight committee on
education accountability to make a study of the amount of
paperwork required of teachers by the state and county boards
of education for kindergarten through sixth grade in the
schools of West Virginia.
Whereas, The load of paperwork required to be done by teachers
has increased to the point that it interferes with time spent
teaching the children; and
Whereas, Lesson plans and other paperwork should be for the
benefit of the children, teachers and substitute teachers, but too
often is for the primary benefit of the state and county boards of
education; and
Whereas, Much of the paperwork required of teachers is
unnecessary and duplicative; therefore, be it
Resolved by the Legislature of West Virginia:
That the joint committee on government and finance hereby
authorizes and directs the legislative oversight commission of education accountability to review, examine and study the status of
the load of paperwork required to be done by teachers in
kindergarten through sixth grade in the schools of West Virginia
and to make recommendations to the Legislature regarding the same;
and, be it
Further Resolved, That the Clerk of the Senate is hereby
requested to forward a copy of this resolution to the state and
county superintendents.
